  • Normally a supervisory officer will visit you on an informal basis to tell you about the complaints procedure and to give you the opportunity to discuss your complaint. Whenever possible, the supervisory officer will explain why the officer, subject to the complaint, took a certain course of action. In addition, the supervisory officer will explain what the officer’s duties were, what the police powers were, and the context in which the officer acted. 

    Experience has shown that many people are unaware of the limitations of police authority and that an explanation provided by a supervisory officer may help to clarify the situation. If you are satisfied with the explanation given by the supervisory officer, your complaint will proceed no further. 

    You may be asked to sign a release confirming that you are satisfied with this disposition. A record will be maintained of what has taken place. Any allegation of criminal conduct or policy violation would not be subject to informal resolution.

    • Inoperable vehicles, which is any vehicle which does not have lawfully affixed tags and which is:
      • Wrecked
      • Dismantled
      • Partially dismantled

      • Has remained inoperable for a continuous period of more than thirty consecutive days on private property or seventy-two hours if the vehicle is on public property. If the inoperable vehicle remains on public property it would be an issue for the Friendswood Police department
    • Unsanitary pools: a pool not being maintained properly results in an unsanitary situation that could cause health and safety issues as well as creating a breeding place for mosquitoes
    • Drainage: side lot and rear yard swales are the most common method used to move water from a property to the storm water system. Blocking or altering these swales with fences and/or gardens so that drainage is adversely affected is a violation
    • Dilapidated fence: inadequate bracing, broken or rotten posts, or loose or missing fence pickets are not only unsightly but also create safety concerns because of the damage they can cause during storm events. All fences are to be kept in good repair

  • After the violation is confirmed, a notice is sent to the property owner directing them to remove or correct the violation within 10 days of the service of such notice. If additional actions are necessary, they will be conducted according to regulations in the Friendswood City Code.

  • A junk vehicle means any motor vehicle that is:

    1. Inoperable and has an expired license plate or an expired inspection sticker and which is wrecked, dismantled, partially dismantled, or discarded; or
    2. Has remained inoperable for a continuous period of more than:
      1. 72 consecutive hours if the vehicle is on public property; or
      2. 30 consecutive days, if the vehicle is on private property.

    A violation for having an unauthorized junk vehicle on your property visible from any city street is punishable by a fine.

  • The City of Friendswood has two separate departments that enforce the City’s junk vehicle ordinance depending on where the vehicle is located:

    • For vehicles on a city street (public right-of-way) please call the Friendswood Police Department at 281-996-3300.
    • For vehicles on a yard or private residence visible from any city street please call the Community Development Division, Code Enforcement at 281-996-3201.

    During the time a complaint is filed with the dispatcher, the caller will be asked to provide the license plate, make, model and vehicle color if available, and the street or address where it is parked. An officer will respond and investigate.

    If it is determined that the vehicle meets the criteria of a junk vehicle, a notice is attached to the vehicle and attempts are made to notify the owner. After 72 hours, vehicles still on city right-of-way are subject to immediate removal and disposal by the City. A city-approved tow company will then remove the vehicle.

    Vehicles on Property Visible from City Streets

    Once the Code Enforcement division of Community Development Department receives a complaint regarding a junk vehicle on private property visible from any city street, Code Enforcement will respond to the location and investigate the complaint. If it is determined that the vehicle meets the criteria of a junk vehicle and is visible from any city street,

    Code Enforcement will attempt to locate the last known address of the registered and legal owner of the vehicle.

    Notices will then be sent to the registered owner of the vehicle, as well as the owner of the property on which the vehicle resides and must be removed within 10 days. After notice has been sent and if no hearing has been requested, if the vehicle remains on the residence after the 10-day period, the owner will be subject to a fine. If the vehicle continues to remain, the City seeks to remove the vehicle, dispose of it by a licensed vehicle wrecker, and recover any costs from the owner.

  • The City of Friendswood requires an Application for Utility Service and a deposit. To have your deposit waived, we require a two year "payment history" or "Letter of Credit" from your current water utility provider current within last 90 days, which shows no more than one late payments. Apartment complex water payments do not apply.

  • Deposits paid to initiate water service are held for a period of two years. Within that two year period, the account must reflect no more than one late payment and no disconnects. The deposit will then be credited to the account at the two year mark or upon termination if account closed before 2 years.

  • A letter of credit or payment history is accepted in lieu of the deposit. It is a letter or payment history that indicates the payment status on the water account. This is provided by the previous water company.

    The City of Friendswood Utility Billing department accepts letters of credit that are of a two year payment history within last 90 days and show that payments were made in a timely manner with no more than one late payments and no disconnections.

  • There are various reasons for a high water bill. Each bill represents the previous two months of water, sewer and trash service. The water meter is read every two months through a contractor (Severn Trent).

  • Reasons vary as to why your bill indicates a balance forward. Either a late penalty was applied after the bill was paid, a penalty fee was applied due to disconnection of water service or a returned check, or an unpaid balance from the previous bill.

  • The Utility Billing Department bills four different billing cycles; two cycles per month. Although the City’s Ordinance is written in monthly terms, the City of Friendswood bills bimonthly.

    At this time, there is not an expected change on billing; therefore, the City will continue to bill on a bimonthly basis.

  • Depending on the severity of the leak, sometimes the leak is noticeable and sometimes not. A running toilet is an indication of a toilet leak, although, some toilets may incur a "silent" leak, which is harder to detect. Food coloring can be used to test toilet leaks. Just place a few drops of food coloring in the tank of the toilet. Allow a couple of hours to pass without flushing the toilet. If the food coloring has moved from the tank to the bowl of the toilet, then that is an indication the toilet has a leak.

    A recommended way to check for a leak is to allow at least 4 to 5 hours where no water is being used, or no toilets flushed. Read the water meter before the duration and read it again after the duration. The read should be the same; if the read is higher at the end of the duration, then that is a possible indication there could be a leak present (if no water was used or toilets flushed during the duration.)

  • Once a leak is detected and is confirmed it is on your property, then a plumber must be contacted to repair the leak. For toilets, you can purchase a toilet repair kit which will include materials needed for the repair.

  • The City of Friendswood does offer a one-time adjustment due to a leak. This does not apply to defective or out-of-repair faucets or other plumbing fixtures such as toilets.

    You must complete an Application for Excusable Defect and return to the billing office after you receive your bill reflecting the leak. The process can take up to two weeks and the due date of the bill does not change.

  • The City of Friendswood calculates sewer charges based on Winter Quarter Average (WQA) so pool adjustments are not offered. The water consumption from the December through February or November through January bills are combined and divided by two to obtain the WQA for sewer charges.

    The WQA is recalculated every year and this is the figure used for the upcoming year. If you are filling a new pool or draining and refilling a pool due to repairs during the billing periods listed above, please provide a letter from the pool company stating the dates of the fill and the gallons used so this can be taken into consideration when recalculating the WQA for the upcoming year.

  • Any composition or device designed to produce a visible or audible effect by combustion, explosion, deflagration, or detonation, including firecrackers, cannon crackers, skyrockets, torpedoes, Roman candles, sparklers, squibs, fire balloons, star shells, gerbs, or any other substance in whatever combination by any designated name intended for use in obtaining visible or audible pyrotechnic display. The term shall include all articles or substances within the commonly accepted meaning of fireworks, whether specially designated and defined in this section or not (Municipal Code Se. 30-139).

  • In January 2022, the City of Friendswood began a meter conversion project for all of its residential and commercial water utility customers. Once the project begins, it is expected to take 12 to 18 months to replace approximately 14,000 meters throughout the City’s water utility system, install data transmission equipment, and implement the customer information portal. The City is working with the company Ameresco, and their subcontractor RTS/EnvoCore, to replace outdated manual meters with upgraded meters as part of an Advanced Metering Infrastructure (AMI) project. This AMI water meter project will upgrade and modernize the City’s water billing infrastructure.

  • Customers will not be charged for the new meter. The City of Friendswood will incur all costs for the new meter, the installation of the meter and repairs to the meter area from damage caused by the installation.

  • AMI stands for Advanced Metering Infrastructure. These new AMI meters consist of a water meter with a low-powered communication device/radio that is continuously recording usage and the radio sends a meter reading to the city through a secure network every 6 to 12 hours.

Upon completion of the meters installation and testing, customers will be sent information on how to access and use the new technologies that come with the new system.

Before starting the replacement process at a residence, a member of the installation team will give a courtesy knock on the front door. If a customer answers the door, the team member will explain the process and ask that the customer not use any water for approximately 30 minutes during the installation. If there is no response, and before beginning the installation the team will attempt to determine that water is not currently being used. If it is determined that water is currently in use, the team will proceed with work on another customer meter and return to re-attempt the installation.

Work crews will place a door hanger at the residence to indicate the installation process has begun on replacing the water meters in the neighborhood but due to scheduling or the availability of supplies the installation process will require a return visit to your property to complete the new meter.  If a temporary pause in the installation process occurs, it will not disrupt water service to the customer.

  • Yes. Work crews will place a door hanger at a residence if they are unable to access the meter location or need the resident’s assistance in other ways before the meter can be changed out. This may include the meter being behind a locked gate, unsecured dog or other obstructions that prevent crews from performing their work.

  • On May 7, 2016, in a special election, the citizens of the City of Friendswood voted for the imposition of a street maintenance sales and use tax at the rate of three-eighths (3/8) of one percent (1%). This tax must be reauthorized every four years by voters, or it will expire.  The street maintenance sales and use tax was reauthorized by voters on November 3, 2020, and will expire on November 3, 2024, unless reauthorized by the voters.

  • The city uses a pavement condition index ("PCI") to inventory conditions of all city streets.   All streets will be prioritized so that the worst-scoring streets are targeted for maintenance or repair first.

  • If the reauthorization of the street maintenance sales and use tax is disapproved, the city may not be able to maintain or repair municipal streets and sidewalks in the same manner as it has in the past because this funding source would no longer be available.   To raise the same amount of revenues that the city has collected over the past four years ( ̴$2.1M annually) from property taxes instead of these sales and use taxes, a homeowner, whose net taxable property value (after applicable exemptions) is $300,000, will have to pay approximately $126 more in property taxes annually.
